Planning Success – Children’s Home Approved in Doncaster (Change of Use from HMO)

We are delighted to confirm that planning permission has been granted for the change of use of a property from a House in Multiple Occupation (HMO Use Class C4) to a children’s home (Use Class C2) in Doncaster.

The scheme will transform an existing HMO into a small residential care home for up to three children, alongside modest extensions and internal alterations to support the use.

The proposal was approved after demonstrating that the development would remain compatible with the surrounding residential area while providing an important care facility for vulnerable young people.

A Family-Style Residential Care Model

The children’s home will operate using a small-scale, family-style model of care, designed to create a stable and supportive home environment.

Children living at the property will be supported with everyday routines including:

  • Attending school

  • Shared meals

  • Homework and activities

  • Structured evening and bedtime routines

This approach helps create normality, stability and strong relationships, supporting young people’s emotional well being and development, which is the ethos of the applicant Illuminate Care Group who will manage the home.

The Outcome

Following assessment against the Doncaster Local Plan and national planning policy, the Local Planning Authority concluded that the proposal:

  • Maintains a residential use compatible with the surrounding area;

  • Is located in a sustainable urban location;

  • Would not harm neighbouring amenity; and

  • Would not negatively affect the character of the area.

Planning permission was therefore granted, allowing the property to be converted into a small children’s home.

Supporting Local Children’s Care Provision

Small-scale residential homes play a vital role in supporting children who cannot live with their families.

By providing care within normal residential neighbourhoods, these homes help young people access schools, services and community life while benefiting from stable, supportive environments.
