The property currently operates as an HMO following a previous consent. The applicant sought to repurpose this accommodation to better meet current housing needs within the city.
The approved scheme grants planning permission for the change of use to a six-bed student cluster flat, providing high-quality accommodation across several floors while retaining the building’s existing layout and character. No external alterations were proposed, ensuring the building’s heritage value remains fully preserved.
The Approval
Given the site’s existing use as an HMO and its central location among a mix of city centre uses, the Local Planning Authority found the change to student accommodation entirely acceptable.
Due to no external works, the application raised no design or heritage concerns. The character and appearance of the Old Market Square Conservation Area, as well as the significance of nearby listed buildings, remain unaffected.
The application provides well-proportioned bedrooms, ample natural light, and a generous communal space, meeting modern expectations for student accommodation. Ensuring the property offers acceptable living conditions for future student residents.
