Lawful Use Confirmed for Childrens Home in Doncaster

Planning House is delighted to share another planning success — securing a Certificate of Proposed Lawfulness for the change of use from C3 (dwellinghouse) to C2 (residential institution) for a small children’s home in Askern, Doncaster.

This approval confirms that the property can lawfully operate as a specialist assisted living home for up to two looked-after children aged 7–18, managed by the highly experienced Illuminate Care Group.

About the Proposal

The application related to a detached three-bedroom bungalow set within a small cul-de-sac in a residential area of Askern. Illuminate Care Group proposed to use the property as a nurturing, family-style home for two young people supported by professional carers.

The model represents modern best practice in children’s care:
✔ a stable, domestic environment
✔ personalised 24/7 support
✔ a focus on integration, routine and independence
✔ alignment with Ofsted’s move away from institutional settings

The proposed use would see children living in the home as their main residence, attending school, taking part in normal daily routines and being supported by carers fulfilling a parental role.

In this case, the LPA concluded that:
• the level of activity mirrors that of a typical family home
• movements from staff and visitors are modest and comparable
• on-site parking is sufficient and does not impact the highway
• no antisocial behaviour or environmental concerns were identified
• no external alterations were proposed
• no harmful amenity impacts would arise

As a result, the Council confirmed the use does not amount to a material change of use, meaning planning permission is not required — and the Certificate of Lawfulness could be issued.

This is a fantastic result for Illuminate Care Group and the wider Doncaster community. The approval ensures that two vulnerable young people will have access to a safe, supportive home environment without delay.

It also reinforces the principle that small, well-managed children’s homes can operate seamlessly within residential neighbourhoods where impacts are comparable to those of any family dwelling.
