We’re delighted to share another planning success for our client, securing Prior Approval for the conversion of an existing agricultural building to form two new dwellings in Harrogate.
Prior Approval Process
The approved scheme, submitted under Class Q of the Town and Country Planning (General Permitted Development) (England) Order 2015 (the GPDO) allows for the conversion of part of a traditional range of barns into two three-bedroom homes, each designed to retain the rural charm of the existing buildings while providing high-quality modern living accommodation.
The development will see the re-use of existing openings, the introduction of discreet new windows and rooflights, and the removal of a redundant lean-to, ensuring the conversion respects the character and appearance of the existing barns.
Meeting the Requirements of Class Q
The proposal was assessed against the criteria of Class Q permitted development rights, including use, size, design, and structural integrity. The Council concluded that:
- The buildings were in established agricultural use;
- The conversion works were reasonably necessary and did not involve new structural elements;
- The site lies outside of any designated or protected landscape; and
- The proposal represents a sustainable re-use of existing rural buildings.
A supporting structural survey confirmed the barns are capable of conversion, while ecology surveys ensured that bat and barn owl habitats are protected through suitable mitigation and enhancement measures.

This approval demonstrates how Class Q permitted development rights continue to provide valuable opportunities for the adaptive re-use of redundant agricultural buildings, contributing to rural housing supply without the need for intrusive new development.
